It is also a level of functional and/or metabolic efficiency of an organism, often implicitly human. Classification systems such as the WHO Family of International Classifications (WHO-FIC), which is composed of the International Classification of Functioning, Disability, and Health (ICF) and the International Classification of Diseases (ICD) also define health. They feel that they are being forced to do something that is unconstitutional and they are suing to stop what they feel is an unfair burden that is being forced upon them. They are being told thaat they have to cover all these people and they are given no money to cover them with. This will surely bankrupt the state. That is why they are suing. If you feel you've been wronged by the government, you do have the right to sue. Everybody has that right.
